![]() Entering the Ecological Age - Post Copenhagen
The 7th Brunel Lecture series, which began with a strategic lecture in London in June 2008, set out to review the major changes required in infrastructure development, policy and legislation - and the role of the engineer - in enabling climate change issues to be tackled on a global level.
Peter Head, ICE fellow and a Director of global engineering consultancy, ARUP, then embarked on an international lecture tour, visiting 24 cities and 17 countries. Head delivered lectures tailored to the issues faced in each place and engaged with local and national policy makers, planners, investors, infrastructure designers and members of the public. The outcomes of the lectures and discussions were presented at a conference at December's Copenhagen UN Summit on Climate Change.
The final lecture saw Peter Head conclude the 7th Brunel Lecture series in London to an audience of engineers and built environment professionals. He revisited the outcomes from his worldwide lectures, presented his conclusions on the Copenhagen climate change talks and outlined to the engineering community their role in helping to secure the future of a resource renewable world.
During the Lecture, Head said: "Over the last two years I have had the privilege of delivering the ICE's 7th Brunel International Lecture in 24 cities in 17 countries. They have been two years of significant global change and the learning has been two-way. "I have gained a deeper understanding of different national perspectives, while my message about the role of engineers in supporting the transition to the ecological age resonated with every audience and indeed significant action has followed, for example in Malaysia, New Zealand and Hong Kong. It was a fitting reminder of the contribution and importance of engineers to every aspect of society."

![]() Wear Red for RedR and raise money for disaster relief
International disaster relief charity, RedR calls on supporters to take part in its annual fundraising day.
RedR's annual fundraising event 'Wear Red for RedR' will this year take place on Friday 12 February.
The charity is calling on all supporters to take part and help raise vital funds to ensure that RedR's on-going programmes and future planned work can continue – improving the effectiveness of disaster response and helping the millions around the world each year who are affected by disaster.
The scale of the devastation and loss of life in Haiti has shocked the world, and currently RedR is responding to the crisis, thanks to the generosity of its supporters. Unfortunately however, disasters occur across the globe far too frequently, and the impact of them is felt for years, long after the media interest has faded. Support is needed, not only for the people of Haiti but for people in, places like Darfur, where families face daily hardships due to the ongoing conflict, and where RedR has several active programmes. In addition to its on-going programmes and current Haiti response, RedR is also finalising plans to open a programme in Pakistan to provide key technical and humanitarian skills and assist in increasing the effectiveness of humanitarian aid there.
Taking part
Companies, groups and individuals are encouraged to get involved in Wear Red for RedR by organising events, wearing red clothing or arranging a sale, having fun while raising valuable funds for RedR's work. Over 40 companies and institutions have already signed up, including Arup, Bechtel, Parsons Brinckerhoff, Sinclair Knight Merz, Mott MacDonald, Capita Symonds, WSP, Cundall, XLN Telecom and the Royal Academy of Engineering.
Previous years' events have included quizzes, poker nights, city runs and gala dinners. Last year was the most successful Wear Red for RedR day ever, with over 60 offices taking part and supporters raising a fantastic £21,000. This year, the charity is hoping the event will be even more successful.
All monies raised from Wear Red for RedR will have a significant impact on extending the reach of RedR's work and will help the charity remain prepared for an immediate response to future disasters such as Haiti.

This study is well worth a read for anybody looking at the arguments about HS2. It is a thorough economic study of the development of railways in Britain, highlighting how wasteful the process was here. Competition wasted resources and rarely produced an economically sound conclusion.

the success of the previous ICE salary surveys, the Institution has started the
fieldwork for its 2010 Salary Survey. Thanks to
over 9,000 responses received last year, ICE was able to present a highly
accurate picture of members' salary levels. This year members in the The survey will
run from 17/18 June to 11 July. ICE encourages everyone who
receives an email invitation to take part in the questionnaire, which takes approximately 15 minutes to complete. To ensure total
anonymity and confidentiality, the survey will be carried out by Triment RBS, a
market research agency, following the Market Research Society code of conduct. We plan to
release the findings in early October 2010.

![]() ICE's increased media engagement highlighted in new report The Institution of Civil Engineers (ICE) delivers a detailed programme of media engagement designed to raise the profile of civil engineering, create a position for ICE as the "voice of infrastructure", and communicate with decision-makers, industry, public, and politicians. ICE's approach to media engagement focuses on several key long-term campaigns – funding, planning, resilience and low carbon. The past year has seen a significant rise in ICE's media profile, reflected in both the quantity and quality of the media coverage gained. ICE is featuring in more newspapers, radio, and television news programmes than ever before, and consequently the messages we are striving to communicate are reaching more people then ever before. This upward trend has continued into quarter 1 2010 following several highly successful campaigns. In January, ICE launched its Election Manifesto and Budget submission, as well as two set piece reports – futuristic flooding report Facing Up to Rising Sea Levels: Retreat? Defend? Attack? and Offshore Renewables: Unlocking the Potential which looked at the case for upscaling offshore wind, tidal and wave energy sources in the UK. Reactively, ICE was at the centre of the media coverage when heavy snow caused chaos across the country. ICE spokespeople provided advice and expert knowledge on grit supplies, the worsening pothole problem, and the widespread disruption to our transport networks. We also reacted to the gas shortages which threatened the UK's energy security and the announcement of the Conservative's energy policy. The results of these successful campaigns have been significant, with total circulation up 50 percent from quarter 4 2009, and print cuttings also up significantly - 529 cuttings in the first three months of this year as compared to 419 in the last quarter. Year on year the upward trend is even stronger. Circulation has more than doubled, with the number of cuttings not far behind, up 85 percent. It's not just about quantity, however: the quality of our media presence has also strengthened. More and more we are seeing ICE quoted in national newspapers and broadcast programmes alongside high profile organisations such as the CBI, the British Chambers of Commerce, WWF, and the Institute of Directors. This is an exciting time for ICE with our public profile stronger than ever, and as we head into 2010, we will be working hard to grow it even further. ![]() ICE Council approves plan for new office refurbishmentThe Storeys Gate building in Westminster was purchased in 2009, with proceeds from the sale of former Thomas Telford office building at Heron Quay.
Employees currently located in three separate buildings – Marsh Wall, IMechE in Birdcage Walk, and One Great George Street - will move into the new offices once they been refurbished, the vision being to encourage cross-functional working and improve operational efficiency by moving the majority of ICE and TTL employees into one fit for purpose office.
Three schemes for the refurbishment were proposed in December 2009, ranging from the minimum requirement, costing £3.73M, to a more extensive scheme (Option 3) approved today, costed at £5.17M. Independent analysis found the full refurbishment presented the best financial case for long-term investment and would achieve nett benefit by year three.
The refurbishment will be partly funded by a mortgage of £4m, the repayments of which will be covered by the rent paid by TTL for the new office space, and partly by the sale of other investments. This means the full refurbishment can be achieved at virtually no cost to the Institution or members – member subscriptions will be in no way used to finance any of the developments.

![]() ICE Council decision on Associated Societies
Background
As part of the budget rebalancing exercise carried out in 2009 it was decided that ICE must reduce its expenditure across a number of institutional activities and its financial contribution to some groups, including Associated Societies. Currently ICE subsidises 75% of Associated Societies room hire charges and secretarial costs (i.e. Associated Societies pay 25%). ICE's 2010 budget and financial plan proposed that ICE's subsidy be reduced from 75% to 50%.
In autumn 2009 objections to these cuts were made by the Associated Societies. Further meetings took place and a recommendation was then presented to Council, taking into account the views raised in the meetings. Council have now endorsed the below options with regards to financial contributions to Associated Societies.
Principles
The endorsements are based on the principle of creating a closer alignment between Associated Societies activities and the ICE strategy in respect of Knowledge Transfer and Public Voice.
Room hire
From 1 April 2010 Associated Societies will pay 28% of the internal charge, a reduction from the 50% originally proposed in the ICE's 2010 budget and financial plan. (The adjustment from the 25% 2009 rate reflects the reduction in 2010 for all internal room charges so in real terms the rate remains unchanged from the amount paid in 2009). Room subsidy for 2011will remain unchanged (i.e. Associated Societies will pay 28%). For 2012 and beyond will be reviewed including the option of maintaining 2009 levels if/when ICE's finances return to previous levels.
Secretarial costs
From 1 April 2010 Associated Societies will pay 33% of the secretarial costs, a reduction from the 50% originally proposed in the ICE's 2010 budget and financial plan. Secretarial costs for 2011 will remain unchanged (i.e. Associated Societies will pay 33%). Costs for 2012 and beyond will be reviewed including the option of reverting to 2009 levels if/when ICE's finances return to previous levels.
Learned Society Vice President
ICE Council has also authorised for the Learned Society Vice President to discuss with any Associated Societies in financial difficulty the need for any 'transitionary grants' and to consider the justification for ICE to contribute to Associated Society international subscriptions where international objectives clearly align with ICE's international strategy.
Review of One Great George Street room charging mechanism
The Executive Board will commission a review of One Great George Street room charging mechanism for the longer term to ensure room rates are aligned to the objectives of the Learned Society.

![]() ICE features on BBC news - Queen's speech coverage ICE's media relations team recently had the opportunity to work with the BBC TV news channel to create a news package in response to the Queen's speech focusing on immigration caps and the possible impact on the civil engineering sector, as well as others. The segment aired on 25 May on the Six O'Clock news and later on the News at Ten, featuring an interview with ICE Director General Tom Foulkes (segment commences at 23 minutes). ICE used this opportunity to communicate to the BBC and public its key positions on several infrastructure issues including skills, investment and planning. Although much of the actual interview was not aired on the final news piece due to time restrictions these points included:
ICE is continuing to work with the new government, in part through a programme of media engagement, to promote the need for sustained investment in infrastructure, an efficient planning system and ongoing investment in developing a domestic skills base. ![]() Call for papers – Coastal Management 2011 ICE is pleased to invite prospective authors to submit papers for presentation at Coastal Management 2011 which will be taking place on 15 – 16 November 2011 in Belfast, UK.'Innovative Coastal Zone Management: Sustainable Engineering for a Dynamic Coast' is the seventh conference in this series recognised for its focus on current issues and its balance between research and practical application. Papers at the conference will focus on sustaining and developing coastal zones as well as the barriers that need to be overcome to allow coasts to meet our economic and social aspirations while respecting their natural function. Topics Authors are invited to submit abstracts under the following topics:
Call for papers Prospective authors are invited to submit an abstract relating to any of these topics by Monday 15 November 2010. Successful papers will be recorded in formal proceedings to be published after the event. The formal proceedings provide an invaluable resource for academic and other organisations wanting to have access to the most up to date information in the arena of coastal management. Presenting authors will also benefit from a reduced conference registration fee. All abstracts must be in English and submitted electronically at ice-coastalmanagement.com. ![]() New model costs maintenance options for UK railways
An innovative numerical model has been developed to price maintenance options on Britain's vast railway infrastructure network. Full details are reported in the latest issue (163 EM2) of the ICE's Engineering and Computational Mechanics journal.
Network Rail's diverse and ageing infrastructure includes 16 000 km of railways, 40 000 bridges, 15 000 km of earthworks, 2500 stations and 200 km of sea defences. Recognising that each asset can be managed in a number of ways - ranging from frequent maintenance to leave and replace - the operator engaged Mouchel to help make a more informed choice.
According to lead author David Stratford of Mouchel's strategic asset management consultancy, 'a model was required to forecast the level of expenditure needed to meet defined levels of service that recognises the variation in types of asset, individual condition and intensity of use of each asset.'
The resulting model features Bayesian statistical methods to deal with the large number of assets and optimising routines to ensure structures are managed efficiently over the longer term. The authors conclude it has been successful in forecasting work volumes and costs for a range of policies - and will be further improved by collection and analysis of data on the long-term behaviour of the structures .

The Department for Transport has now issued its long awaited consultation paper on High Speed 2, titled 'High Speed Rail: Investing in Britain's future'.
The consultation, which will run over five months, invites stakeholders to have their say on a range of factors relating to the government's overall strategy for High Speed Rail and the proposed route for an initial London-Birmingham line.
ICE will be responding to the consultation and encourages members to share their thoughts and views by 27 May to ensure that ICE's response captures the expertise across its membership and provides an informative resource to Government when making crucial decisions related to the project.

In March 2007, Ray O'Rourke, Chairman and Founder of Laing O'Rourke, gave a lecture to the Chartered Institute of Building advising that the construction industry must 'innovate to survive', and urging the industry to invest seriously in innovation, research and development if it is to compete and survive in the world market place.
Since March 2007 the industry and the world have been gripped by global recession. Construction and engineering have suffered with many firms downsizing drastically or even going out of business completely. The wake of the 2010 general election has urged the public sector to do 'more for less' meaning that suppliers and procurement methods will continually be scrutinised.
Suddenly Ray O'Rourke's words are not simply about ensuring the survival of the UK industry in competition with that of the world – they are also about the survival of individual businesses, branches of industry as recession once again becomes the mother of invention and innovation.

Speaking at the Infrastructure for Growth fringe meeting at the conference in Liverpool on Sunday, Dr Cable said he is very appreciative of the support from ICE, stating that "ICE clearly has a vision of what needs doing in the field of infrastructure."
He went on to outline the need to attract private investment to fund infrastructure spending, and to focus on ensuring the UK has sufficiently trained engineers for the challenges of the future.
He also stated that he wants to continue to meet with ICE to shape future government thinking on infrastructure funding, planning and skills.
ICE is organising a series of events at all three main party conferences, which are vital in engaging with politicians, policy makers, lobby groups, and other stakeholders with an interest in infrastructure, and are a key part of the public voice programme.
"Our presence at the party conferences puts us at the heart of politics in the UK," said ICE Head of Communications Graham Sibley. "We are extremely pleased to have Vince Cable's support - it is a great testament to the work we have done so far. We are looking forward now to building on this relationship to ensure infrastructure remains a key priority in Government."

Following the launch of the new ICE website, we listened to your feedback and suggestions and made improvements to key pages.
Membership and information resources We created a comprehensive table of all Membership Guidance Notes (MGNs) on a new page that can be located within the Information Resources section of the website. This is so that you can easily find the latest version of all MGNs. The table will be updated on a regular basis by our membership team.
We also set a short URL ( www.ice.org.uk/mgn-index ) for email and bookmarking purposes.
You can also use our Google-powered information resources search to locate key documents such as MGNs and ICE 3000s quickly and accurately.
The fees ( www.ice.org.uk/fees ) and key dates ( www.ice.org.uk/keydates ) pages have also been assigned short URLS.
Update your bookmarks Before the new website went live, we did our best to ensure that all URLs leading to key documents were retained and, where necessary, redirected to the correct web address.

The One Great George Street venue, which is used for political conferences, meetings, gala dinners, drinks receptions and weddings, was selected because of its proximity to Central London's main attractions and iconic landmarks such as the Houses of Parliament and Westminster Abbey - as well as several of the sporting events that will be taking place across the city during the Games.
As the venue for the London Media Centre, the ICE building will be a working facility for thousands of UK and overseas journalists converging on the capital to report on the Games, as well as a networking and social hub. The Centre will have workspaces for over 250 journalists, with press conference facilities to sit 200 members of media. It will be a fully serviced 24-hour media centre with live broadcasting areas, additional office space for photographers and in-house dining facilities.
London Media Centre organisers will be making the venue fit for use from 18 June 2012, and will be based at One Great George Street for the duration of the Olympic and Paralympic Games from 7th July to 10th September 2012.
One Great George Street Director, Gary Payne, said: "This is a significant achievement for One Great George Street, positioning the ICE headquarters as a high profile venue for one of the world's biggest international sporting events. This magnificent four-domed Edwardian building was once London's best kept secret. Now its popularity with royalty, business leaders, political figures and major sporting events is growing increasingly. "
The Mayor of London, Boris Johnson, said: "Journalists joining us for these historic days in the summer of 2012 are now guaranteed a central working base in the heart of all the action. A stone's throw from the London Media Centre lie some of the capital's most iconic shots and locations, ready to be beamed into homes across the globe. I look forward to welcoming our visitors in 2012 and joining with them for the biggest party London has ever seen."
One Great George Street will not be available for any other events from 18 June to 15 September 2012, however ICE members will still be able to use the business centre, library and café bar during this period.

nec38MyICE Civil engineers at the heart of society, delivering sustainable development through knowledge, skills and professional expertise ![]() ICE President Paul Jowitt bids farewell as year in office comes to a close Next week's Presidential Address marks the beginning of ICE President Elect Peter Hansford's year as ICE President and, with it, the end of ICE President Paul Jowitt's busy year in office. President Jowitt reflects on some of the key achievements and fond memories as ICE President. Well, in the words of Peter Cook and Dudley Moore – "Now is the Time – to say goodbye....!" It's been a great honour to have served as President of the Institution, and as Chair of Council. It's vital that the Council has confidence in the Executive Board and the Executive Team, and that the membership at large has confidence in Council – and I'm grateful to Council for their help in ensuring this. On the whole it has been a year of some significance, and some successes that can be celebrated – some planned, some less so, and some part of a long-standing strands of strategic activity that came to fruition. The three key issues I wanted to focus on during my year – critical infrastructure, international development and supporting young engineers – are interlinked by the common thread of systems and systems thinking. There has been notable progress on all these issues, some of it coming in the final furlong. On the morning before that last Council of the 2009-10 session, ICE had hosted the UK Government's launch of its National Infrastructure Plan – in which ICE's role was duly acknowledged. This activity and influence will be sustained over the next few years. The 2009-10 President's Apprentice scheme culminated in the launch of the "An engineer's toolkit for a developing world" in front of more than a hundred leading engineers, aid specialist, politicians, policy makers and so on. The Launch had as its guest of honour His Excellency Gabriel Machinga, the Zimbabwean Ambassador. We also had a goodwill message from the actor Bill Nighy (an Oxfam Ambassador and lead actor in the film The Girl in the Café). The 12 apprentices have been magnificent, as have the scheme tutors, the support teams at ICE, in South Africa, and at UNESCO-Paris Alongside these activities, further highlights were the three conferences that ICE has held/hosted at One Great George Street (on international development, on innovation and on infrastructure investment in Zimbabwe) and the three it has held in Vancouver, Cape Town and Paris. All of these were characterised by the breadth of participation, and the fire, imagination and innovation they generated, turning the ICE into a cauldron of creativity. For example, at the conference on international development – timed to coincide with Commonwealth week – the audience was treated to an authoritative keynote address from HRH the Princess Royal together with contributions from the CEO of Care International, an anthropologist, the water resources minister from Iraq, the Bolivian ambassador, a campaigning journalist, plus of course many engineers. But what stood out was the fact that the conference has succeeded in bringing together different people from different backgrounds to examine longstanding problems in an entirely open minded and fresh way. Systems thinking! The conference we hosted for the Zimbabwean Institution of Engineers was electric, displaying an atmosphere of enthusiasm, hope and determination that I will never forget. The other things that stand out in the past year – and there are many! – have been meeting the members, meeting many former students, and in particular witnessing the enthusiasm, commitment and talent of our graduates and students. I've made 13 regional visits within the UK and 13 visits overseas (not all at ICE's expense!), including the first to Sweden by the ICE President since Telford. In New Zealand I was invited to give the Hopkins Lecture in Christchurch. Afterwards a young 13 year old girl was heard to say she had been wondering what to do in life. Now she knew – she would be a civil engineer. And I hope she will. Not a bad life, is it? Many thanks for your all support.

Since the earthquake and tsunami hit Japan last week, the ICE press office has put forward a number of ICE members to speak to the media about the earthquake itself, the damage to infrastructure networks and the reconstruction of communities.
ICE share a very close working relationship with Japan Society of Civil Engineers (JSCE). Peter Hansford has already sent a letter to the JSCE President, Professor Kenji Sakata, and the International team have been in contact with JSCE International affairs section to offer ICE support and assistance.
ICE does not have an ICE office in Japan but have been in touch with the ICE representative for Japan, Dr Toshihiko Omoto, to offer support.
RedR – the charity that sends a range of skilled professionals such as civil engineers to areas of disaster, are keeping a close eye on the situation as it develops in Japan and stand ready to support humanitarian efforts.
ICE President Peter Hansford said: "Although we don't know the full extent of the damage yet, it is clear that rebuilding Japan's infrastructure will be a major undertaking that will require enormous civil engineering capacity and support from around the world.
"Many of our members will be part of these efforts, working alongside local teams to help get energy, water, transport and waste systems running effectively again, which will be crucial for the recovery of the country."
ICE members have appeared on news channels such as Sky News and BBC Newsnight over the last week to provide insight into infrastructure damage and reconstruction.

ICE & SNOW is an annual event combining engineering challenges with alpine activities. Early bookers can benefit from a special deal.
Designed for young people and children accompanied by adults, ICE & SNOW attracts professional engineers and their families, from around the UK.
The event is also an opportunity for graduates and students and unaccompanied or accompanied like-minded professionals to gather in a unique, inspiring environment.
This year's trip will take place between Saturday 17 December and Saturday 24 December 2011 at the Hotel Tarentaise, Meribel Motterat, France.
Extra free places are also available for groups larger than 12. Prices are based on seven nights accommodation, half board (with afternoon tea) and flight from London Gatwick.
